I have a large number of custom-content (and hack) items in my Sims 2
Downloads folder that have names that are nothing but a hexadecimal
"identifier". I can use SimPE to find out what many, if not all, of
these packages are.

I would like to be able to change the file names so that they're more
descriptive of what the content is, e.g., instead of a name like
"00cbc470441cd5c5723d273d4e554603_0001.package", I'd like to be able to
call it "MySimsSite_Fred_OogaBooga_Dancing_Phonograph.package".

Obviously, if the file names are important to the program, I can't do
this without risking breaking the custom content.

So that's essentially my question - do the file names in the Downloads
folder have any significance, or can I feel free to change them without
risk?

I change the file names of everything except clothing & hair mesh's with no
problems. Not that I've had problems with changing clothing and hair mesh
names, just that I don't do it (out of fear of the same things you're
worried about here). Objects, etc are fine to change - as are mods (although
some of them - where there are conflicts - need to load in a particular
order so as to get their benifits - and changing their names or
sub-foldering them can change the load order).
